Developers delivered 26,100 units, down 5.9% compared with the same period last year. In contrast, individual construction performed better, with 17,900 homes completed, representing a 6% increase year on year. Together, these two segments accounted for 97.2% of all newly completed housing.<\/p>\n<p>Despite the drop in the number of completed units, the total usable floor space increased. Newly delivered housing reached 4.2 million square metres, up 1.1% year on year. The average size of a newly completed dwelling rose to 93.1 square metres, suggesting a continued preference for larger units, particularly in the individual housing segment.<\/p>\n<p>The most positive signal from the market came from building permits. In the first quarter, permits were issued for 67,500 dwellings, a 7.4% increase compared with a year earlier. In the developer segment, permits rose to 45,900 units, up 10.7% year on year. Individual investors also recorded growth, with permits reaching 20,600 units, an increase of 13%. This trend suggests that investors are still preparing new projects despite the slower pace of construction starts.<\/p>\n<p>By contrast, data on actual construction activity were weaker. Between January and March, construction began on 49,400 dwellings, down 11.4% year on year. Developers started work on 30,900 units, a decline of 15.5%, while individual investors launched 16,800 projects, 6.3% fewer than a year earlier.<\/p>\n<p>At the end of March, a total of 842,900 dwellings remained under construction, a slight decrease of 0.2% compared with the previous year. This indicates that the pipeline of ongoing projects remains large, although it has marginally contracted.<\/p>\n<p>Monthly data for March, however, showed a clear rebound compared with February. The number of building permits issued increased by 20.1% month on month, housing starts rose by 62.4%, and completions grew by 8.9%. This suggests that, after a weaker start to the year, activity accelerated significantly in March.<\/p>\n<p>Regionally, the highest level of housing activity was recorded in the Mazowieckie region, where 9,100 dwellings were completed in the first quarter, permits were issued for 11,400 units, and construction began on 9,100 homes. Other leading regions included \u015al\u0105skie and Ma\u0142opolskie. In Ma\u0142opolskie, 4,800 dwellings were completed, permits were granted for 5,600 units, and construction started on 5,300 homes.<\/p>\n<p>Overall, first-quarter data show that Poland\u2019s housing market entered 2026 in a phase of increasing divergence. While the number of completed dwellings declined slightly and fewer projects were launched, investors remained active in securing permits.
