Poland Courts American and Taiwanese Investors in Race for Future Industries

Poland could become a destination for new investment in defence technology and advanced manufacturing. Prime Minister Donald Tusk has announced talks with representatives of US company Shield AI, as well as plans for a technology park in Lower Silesia to be developed in cooperation with partners from Taiwan.

Both projects form part of a broader strategy to attract investment into sectors considered strategic. The goal is not only to create jobs, but also to gain access to technology, build industrial capabilities and strengthen the resilience of both the economy and the armed forces.

Shield AI and autonomous technologies

Shield AI is a US company operating in the field of autonomous and unmanned systems. Such technologies are becoming increasingly important for modern armed forces, as drones and artificial intelligence-based systems can be used for reconnaissance, surveillance, infrastructure protection, logistics and combat support.

The Prime Minister said that the talks concern the possibility of locating capital investment and advanced technologies in Poland. The declarations included the prospect of investments worth billions of dollars and the creation of thousands of jobs.

“Poland is expected to become such a hub,” Donald Tusk said, referring to the intentions of the American partner.

At this stage, however, the full parameters of the project have not yet been disclosed, including its location, timetable, production scope or financing structure. Only specific agreements will determine whether the investment will involve research and development centres, system assembly, component manufacturing or software development.

For Poland, it would be particularly important that any foreign investment goes beyond the sale of ready-made solutions and creates lasting domestic capabilities. This could include cooperation with Polish universities, technology companies and the defence industry.

A Taiwanese technology park in Lower Silesia

The second project involves plans to build a large technology park in Lower Silesia in cooperation with Taiwanese companies. According to the announcement, the investment area is expected to cover around 150 hectares, while the value of projects implemented there could amount to billions of dollars.

“Thousands of new jobs will be created,” the Prime Minister said.

Lower Silesia is one of Poland’s most industrialised and best-connected regions. It has a developed logistics base, strong academic facilities and experience in supporting investors from the automotive, electronics, IT and manufacturing sectors.

Cooperation with Taiwanese companies is particularly significant in the context of the global semiconductor, electronics and advanced-components market. Taiwan is one of the world’s key technology centres, which is why investment by Taiwanese businesses in Europe is seen as an opportunity to shorten supply chains and improve production security.
