Poland’s ORLEN and Naftogaz Join Forces on Ukraine’s Long-Term Energy Resilience

ORLEN and Naftogaz have signed two cooperation agreements establishing a framework for further joint activities in areas crucial to Ukraine’s energy security and the long-term transformation of its energy sector. The agreements cover cooperation in LNG trading, the use of regasification and transport infrastructure in the Baltic Sea region and Central and Eastern Europe, as well as the exchange of expertise in sustainable development, decarbonisation and ESG compliance.

“Energy security today does not end with the delivery of a commodity. It means the ability to respond quickly, diversify supply sources, maintain flexible logistics and rely on infrastructure that remains resilient even in wartime conditions. The cooperation between ORLEN and Naftogaz reflects precisely this approach to the future of Ukraine and the entire region,” said Ireneusz Fąfara, President of the Management Board of ORLEN.

“We want to use our expertise in LNG, trading, infrastructure access and energy transformation to support not only current gas supplies, but also the creation of a more modern, diversified and resilient energy system in Ukraine. Reconstruction should not simply mean rebuilding what has been destroyed. It should mean developing solutions that strengthen the security of Ukraine and Central and Eastern Europe for decades to come,” Fąfara added.

Sergii Koretskyi, Chief Executive Officer of Naftogaz, said that reliable, flexible and diversified gas supplies remain essential to Ukraine’s energy security amid the ongoing war.

“The agreement signed today continues our cooperation with ORLEN and creates a framework for further measures aimed at strengthening the resilience of Ukraine’s energy system,” Koretskyi said.

LNG cooperation and regional infrastructure

The first agreement concerns the development of cooperation in LNG and is intended to launch analyses on increasing LNG trade between ORLEN and Naftogaz. In particular, it covers the possibility of jointly or jointly coordinated use of access to regasification and transport infrastructure in the Baltic Sea region and Central and Eastern Europe.

The companies will also explore logistics and trading solutions that could facilitate LNG deliveries to Ukraine, improve the flexibility of supply sources and strengthen energy security in Ukraine and across the region.

The agreements confirm the readiness of both parties to develop cooperation that supports the diversification of natural gas supply sources and routes to Ukraine, increases delivery flexibility and strengthens the resilience of the regional energy market. The companies intend to make effective use of available regasification capacity, transmission infrastructure and logistics solutions that can improve Ukraine’s access to the global LNG market.

Cooperation on sustainability and decarbonisation

The second memorandum provides a basis for exchanging experience in sustainable development strategies, access to green and sustainable financing instruments, investor relations, emissions reduction — including methane emissions — energy efficiency and reporting in line with European standards.

The parties also declared their intention to organise working meetings, expert consultations and study visits aimed at strengthening capabilities and facilitating the exchange of best practices between the teams of both companies.

The agreements were signed during the Ukraine Recovery Conference, which focuses on rebuilding the country and mobilising public and private partners to support its future resilience.

In this context, cooperation between ORLEN and Naftogaz reflects the broader principle that Ukraine’s reconstruction should not be limited to restoring its pre-war energy system. Instead, it should support the development of a modern, more resilient, diversified and lower-emission energy security architecture.

Poland, as Ukraine’s western energy gateway, and ORLEN, as a regional integrator of supplies, infrastructure, logistics and expertise, may play an important role in shifting from emergency deliveries towards more durable, predictable and secure models of energy cooperation.

ORLEN has spent years strengthening its position in the gas and LNG market by developing a flexible supply portfolio, trading capabilities and access to regasification infrastructure. Its cooperation with Naftogaz forms part of broader efforts to improve the energy security of Ukraine and Central and Eastern Europe, while also supporting an energy transition based on stable supplies, responsible development and lower economic emissions.
